The lower the fog lamp is to the road, the more effective it is. I'd go for the lower fogs as primary if it was me. But you can always change things up.
Already on this; I'm pretty sure the places I'll be where I'll be using them I'll be fine. Rousch Msutangs already do this? Is this something I should look into?
Roush wires so both fogs cannot be on at the same time,
wired to Roush specs, that is.

If you do the splice thing, use a relay to handle the extra load of the fogs.
Dont just 'tap' them into the side markers or whatever...
