It's almost certainly the throttle body. I cleaned mine for this exact problem and it cleared right up.

So how is the oscillation at idle? Cleaning the TB fixed my wife's cars idle fluctuation when coming to a stop.

have only driven her once since, but seems better so far, no noticeable fluctuations.
