There are plenty of low-cost suspension/handling modifications that can be done for about the same price... And a few more power related components like gearing (though that will cost you some on install if you don't do it yourself)...

Be sure to inform Brenspeed that you have an aftermarket TB. They provide little to no gain on a naturally aspirated S197 and are known problems. As far as what other mods, an aluminum DS would probably gain... or free-up, actually... about the same RWHP as the UDP's. Performance depends on how deep your pockets are.

While its a little more than the $300 you have allocated, a gear change would be next on my list for performance.
Save the cam covers for when you do a cam upgrade since they will have to be removed anyways.

Totally worth the gearing change... You'll spend right around $300 on just the gears and install kit itself, but most shops I've seen can do gearing from anywhere between $200-$500 depending on where you go.
Or, like I said, if you've got the wrenching know-how, you could always do it yourself... If you go that route, make sure you get FRPP gears... Wouldn't recommend anything more than 3.73's if you want a comfortable daily... 4.10's if you are the super-aggressive type...
Just be careful... Once you get gearing done... You're going to want a short-throw too... At least in my experience - it creates the itch.
