I have read even if you program your tune to turn TC off all the time it still does not turn it off completely. Using your finger is the best way. As far as daily driving and rain, my TC is off everytime I drive the car because I have a blower. You just gotta have respect for the gas pedal.

I turn off traction control even in the rain. What I don't do in the rain is turn on cruise control anymore!

With a good sticky summer tire, you don't need traction control.
