Default Weird Parking Brake Behavior

I know there are quite a few posts about parking brake issues, but I can't seem to find one like the issue i'm having.

I recently picked up an 05 GT, and I usually just park it in gear and don't touch the parking brake. Went to engage it for the first time today and it pulled up hard and I only get 3 clicks, but then when I took my foot off the brake I started rolling until my trans caught me. To confirm I wasn't getting any hold, I put it in neutral and yanked the handle a bit harder, let off the brakes and still rolled.

I tried adjusting the cable, and I took the counsel off to see what was going on. If I tighten the cable, it just becomes more difficult to pull up the handle, and the car still rolls.

This just seems weird because it seems like if the cable was broken, the handle would pull up with no resistance. Any advice is appreciated.

The rear calipers rotate one of the pads on
a screw to engage the parking brake.
If one just put new pads on I would suggest
improper installation.
If not new pads, I would suggest looking
at the inner pads to see if the are just plain worn out.
Inspect the mechanical linkage on the rear calipers
while someone engages and disengages the parking brake.
If the levers move correctly then I would suspect the rear
calipers and/or pads.
