I live in a state that has always had two plates, and likely will continue. I fully understand why as well, after 32 years as a LEO looking for wanted vehs. by tag # when all we had was maybe "a silver car with tag # ABC-123" and etc when they are approaching at 70 mph (try reading a tag from standstill car after car looking only at the rear) and needing to know that the car I was meeting was a resident owned veh. thus needing a inspection sticker. Anyway .... enough of that .....
I found that the GT all simply mounted the tag when needed by drilling those two dimpled dents (which are no prettier undrilled and showing) so I mounted ours there, but I also added a lower tag support.
Since that pic I have added a 1/8" thick backup plate for the front license plate. It's very secure and I expect it'll last. Certainly looks better than a "naked flat spot with two dimples" that didn't match the rest of the front bumper profile (ie: looking like something is missing).

I know that when I asked Debbie at my FoMoCo parts counter about a factory molded mount she said ours didn't use one and it made sense as ours has the flat area.
If ours didn't have the flat and if mounting a tag would mean bending it some ...
... I'ld have had to have a bracket or make one that mounted from underneath.
Our 2008 is a GT Deluxe, currently cloth seats .....
