your belts are routed WRONG...you missed the tensioner!!!! Wait, on second glance, you did it right, my bad.... didn't see the belt go round the tensioner.

It's just Dupli-Color engine paint from a rattle-can. In my past experience it seems to hold up... as long as you clean the surfaces really well...
