I wouldn't do F/I without doing bolt-ons first. All that air going in via supercharging is going to have a tough time exiting thru stock manifolds! It is usually a good idea to mod your car one mod at-a time, that way you can decide if you want to go further. Alot of people go all out at once and are unhappy with the beast they have created.
I think kooks headers, x-pipe, cat-back, 4.10 gears, Mgw sts, 1.5" lowering springs, DRs, and a dyno tune. Then decide how much further you want to go. I have been down this road, trust me, mod in steps, and in the proper order. You'll be lucky to find a good S/C kit with tune for $4k anyway. Use the extra to pay the car down.

by the way the mongoose kit posted is for a 2v it wont work on a mach 1
Tim over at modular has worked with guys with 4v's before to get a mongoose kit for a bit more!

Ill assume you have a manual trans. Id do LT's, x/h pipe, cback, gears k/n filter, welded subframes, LCA's and DR's and even a better clutch down the track. Those alone will put you in the low 12 range if you can drive well at a cost of about $3000+ or so. Think of the long term goals for your car cause if you want to run a blower, the stock internals will hold for a good while with a good tune, but keep the hspwr in the 430rw range. If you want 500+rwhp, honestly you should forge the internals first and build on that. You will be looking at no less than 10-12K for forged internals/blower combo and thats not including the rest of the bolt ons already mentioned. You can save money if you have friends to do the labor, but if not, then it adds up big time. Good luck.

Not much really! Maybe a 100-300 dollar difference, but when you're spending 4000k whats 200 dollars!
