Default First Mustang ever. Windshield wipers problem

So I just purchased my first car and it just so happened to be a 94 mustang gt! It's an older car so of course it has some things to be fixed here and there. One of them is the windshield wipers. For some reason they turn on when the car is turned on and off. They also work when you press wiper button, but they don't work when you try and use the normal wiper settings. I'm very new to cars so sorry if I don't quite understand.

This may sound off topic but do your blinkers and stop lights work correctly? Ford routes all that through the multifunction switch (turn signal stalk). If it's going bad or shorted it can give a bunch of weird symptoms.

Could be a body control module then. It controls the delay. Have you checked any of the wiring? Does it look like anyone has tampered with it?

Honestly I don't know how to check that. Like I said it's my first car and I'm new to the whole car thing. To be honest the owners I bought it with were completely ignorant, and they did all of these ghetto repairs instead of spending some money to get things professionals fixed. Therefore I wouldn't doubt something being messed up.
