It is probably not surgeing. Usually your brake rotors will be out of round, thus giveing the car a pulsateing feel, usually more in the steering wheel. not a big deal, just get your brake rotors turned and put on some new pads so the problem won't come back. Auto part stores usually charge only $7. a rotor to turn them if you can pull them off yourself.
