Have you had the carb apart? Thats the first thing I would look into. Get a rebuild kit and start there. If it's been sitting for 10 years, I'm guessing the jets are clogged solid.
If it starts and runs...Then all it needs is a little carb cleaning or adjustment.

Yeah...Those are the only ones I'm any good with. I can always make a carb'd motor run.

have you changed the fuel filters, the one in line between the fuel pump and the carb and the one at the inlet to the carb where the fuel line connects to it?? I would start here and see what this does for you first.
Did the main fuel line from the gas tank to the fuel pump get replaced when the tank was changed out?? could be it is very rusty inside and partially plugged also. might want to try taking it loose at both ends and blowing it out good with compressed air to see that it is not plugged up also.

Thanks for all the helpful hints. From what I know, I'm pretty sure the Carb has been rebuilt. my uncle worked on the car for a few months to get it running. Everything in the stang is stock. I'm gunna try a carb flush and a tune up. I'll check out the fuel pump as well. Thanks alot everyone. I'll also post pics of her
