Default no power above 3000-3500 rpm

I just got it on the road. Out of gear it revs great, but under a load (in gear), around 3000-3500 rpm it cuts out. It had been wrecked. I removed the smog pump & canister, plugged the tube to the intake. Could this be a timing issue, or a fuel issue? I'm not familiar with this car at all. any help would be appreciated.

Check the tech section for your car. That could also be an air flow problem.
