Question My new '68 project Convertible roof issue

I'm hoping someone can help me with diagnosing my convertible's roof issue. Roof went down fine on the test drive, needed help coming back up. The old owner said they thought it needed more hydraulic fluid. I have tried to get the roof to go down again recently but no dice. I have removed the back seat and can see the motor and the hydraulic lines. I see fluid movin and hear the motor whirling but as I said no go. Please share some ideas on what I could try next.
