Default 65 mustang brakes

Guys I put a power brake booster in my 65 coupe with drum brakes. Bleed the brakes and there is no air in the system but the peddle goes to the floor. The master cylinder was bench bled also. Brakes have been adjusted so they just grab.
.

Do I need to change the proportion valve too?

Thanks

Yes, also did you hook up the vacuum line from the booster to the manifold? Here's a couple links that provide some good info.
