Need help, AZ emissions legal exhaust

Default Need help, AZ emissions legal exhaust

HELLO EVERYONE!!
Before you hear my issue a little back story, i live in phoenix AZ, I bought my first Mustang 3 years ago and I have grown to love my 98 GT, however when i bought the car when the old owner explained he had straight piped the car and that it would not pass emissions. Honestly at the time i didnt know what that meant exactly until i took it to an exhaust specialist, he explain i have NO catalytic converters when i should have 4 and no O2 sensors again i should have 4, and quoted me 2000 fir the job, now i didnt have that type of money at the time and got around the emissions testing by registering it out of county so i didnt need to get the testing done. However some circumstances have changed and i can no longer do this. So i am stuck, for ever 1 thing i know about cars there are 10 things i dont, and i need advice.

1st Should i buy the cats and 02s and pay some one to weld them in so i can install the exhaust after
2nd Are there any aftermarket options that would allow me to pass emissions
3rd Is there a way to trick emissions
4th can i trust a used system from a junkyard or parts vehicle
followup: if yes, recomendations for junkyards

I have tried doing my own research and have hit a wall, so now i ask for your help, please! i greatly appreciate any and all responses and i appreciate you for taking time out of your day for reading this!

2nd Are there any aftermarket options that would allow me to pass emissions Maricopa does a simple OBDII scan on 95/96 and newer so as long as the O2 sensors show "Ready to Test" and the CEL isn't lit, you're fine"
3rd Is there a way to trick emissions if your figured out number 2 above then you have your answer
4th can i trust a used system from a junkyard or parts vehicle that would work too but the O2 sensors would probably be junk so be looking to replace those regardless
