when most people refer to blowers they refer to the thing Vin Diesil had on his car in fast and furious. there mostly on carbs and there just like superchargers, prochargers, ect... so yes they are the same but with big air intake comming out of the hood

a "blower" is not necesarily a big roots supercharger sticking out of the hood...and kind of forced induction could be refered to as a blower
