Acceptable Amount of Axle Shift before Panhard Bar is Needed?

Start by defining why you want or need one, including whether adjustment is necessary. Narrow that list down by the end connection type (bushing/poly/rod end) and adjustment method/location (if applicable).
Unless you constantly look at your car from laying on the ground, you're not going to see the PHB, and "out of sight" really should = "out of mind" here once you've made your mind up and done whatever (which also includes "doing nothing at all").

MMMMM good point Norm. Not to often do I look at my car from laying down, but every now and again I do just kidding. Lets say I drop my car like 1.25 or 1.5 inches and I do have a shift in my rear axle to one side or the other. Will this make my car track funny on the highway? You know kind of dog leg down the road like an old chevy pickup. Will this cause my car to pull at highway speed?

That should only move your axle laterally about 1/32", which is not nearly enough to "steer" the axle enough to make the car visibly dog-track (the LCAs are not quite parallel, and as the axle moves toward the driver side, the driver side axle end moves back a tiny bit while the pass side axle end moves forward a similar tiny amount). If you don't notice that the car handles a tiny bit differently in right turns vs lefts, you'll never ever notice this.
