Default Surprise when changing inner tie rod

I was getting some wobbling from my passenger tire in turns, so I jacked it up and discovered that there was a good bit of play in my inner tie rod. So I got home, took the wheel off, got the tie rod end out of the knuckle and saw that the boot on the tie rod wasn't secured to the rack and pinion. I also tried to move the tie rod again and it didn't have the play in it that it had before.

So could that boot (bellow, whatever you want to call it) being disconnected allow water and such into the rack and pinion and ruin it? This has got me confused and if I can't figure it out, I'm just going to drop in a whole new steering rack....

Well it wasn't there and the boot wasn't connected.
