I live near Phoenix. Emissions goes by zones, so you will probably have the same emissions test as me. It goes by the population of the area. They will hook up to your OBDII port. As long as your tune had the rear o2 sensors still on you should not have a problem passing emissions. The law is written that they will have diagrams to tell if your exhaust is other than stock but i have never heard of them actually checking that. As long as all of your original emissions equipment is working (or you replace the cats and don't run a OR pipe) and your check engine light turns on when you put the key in and turns off when the engine is running you should be fine. If you fail you are given a grace period to get it fixed and are not charged for the next test again.
Weather wise, winter will range typically low around 40, high around 65. Summer, lows in the 80's and highs up to 115 or more. Not humid though. Make sure your A/C is working. Supposedly AZ gets 300 days of sunlight a year. That is probably true. When it dose rain stay out of the throttle. The heat drives oils out of the asphalt and when it rains the oil floats up on top of the water making it slick as hell. It rained a few days ago and my wife saw a stang who was being an a** peal out at a light and put his ride into a tree (totaled it).
