It's this combo the best bang for the buck? $2600 + another $1000 for the install plus another $500 or so for the tune? Or can you make 360HP cheaper piecing it together?

Well you wont hit 350 or 360 on the numbers since it was done on and engine dyno and plus for some reason no two engines ever make the same power even with identical parts but you will be with in the area of 280-300rwhp generally is what i have seen them make which is pretty close to the advertised output!

unless you like to spend money a tune isnt a must with that setup a stock ecm can handle it nicely!

Yes, the HP number we advertise are at the flywheel. Tuned properly with the items suggested to go with the kit you will make around 300-310 at the tires on average. MM&FF just did a write up on that top end kit and they gained 75HP at the rear wheels on a dyno.
