Default Which should rotate, control arm bushing or just the sleeve?

Hey guys, quick question about aftermarket rear lower control arms with poly bushings, while driving down the road and your rear lca articulates , is the control arm suppose to rotate around the bushing, meaning the bushing is locked in place, or is the bushing and control arm suppose to rotate on the sleeve that the bolt goes through. Trying to determine whether I need a better set of arms or they are too loose or tight. Thanks in advance

Something has to move.

The sleeve should stay steady, not rotate around the bolt, so the polyurethane bushing will have to rotate around the sleeve. The sleeve is also lo limit side crush by the tightened bolt's squeeze on the brackets.

Rubber bushings like OEM are bonded to their sleeves so what allows rotation is just the give in the rubber alone.

Thanks for that info, wasn't sure about it. Car is not a daily so the few times I've driven it, its been with loose control arms.
