I had driven a 2012 MKZ with the cooled seats and that also had the backs too, so you would think the new mustangs should have both seat back and bottom. If the driver's side isn't noticeable try the passenger side. Maybe something is blocking the airway?

Now that I've had the car for a while, I've noticed the seats cool better when the dash AC is on. If you are running with top down, dash AC OFF and seat cooling ON, the seats don't seem to cool as well. Makes sense.
