Yes, but you've got your exceptions of course..
A fair driver his first few times out is probably going to run mid 13's around 104-105 in a Mach, where as a super great driver in a LT1 with a 6sp could probably touch the same area...13.5-13.7's or so...
but, that's basing my predictions off some of the BEST EVER stock LT1 times I've EVER seen .

Well, the best ever stock LT1 time is something like a 13.2 or a 13.3 in a '96 SS (SS's actually made a little more power than Z28's in LT1's, unlike the LS1's). But, I think it was only done once, and by a professional. There have actually been a lot of guys that have hit the 13.5-13.6 mark though, suprisingly. But, the average driver is just going to be in the bottom 14's and high 13's. A 5speed Mach 1 should beat it every time. A stock 6speed LT1 would be a good race for a stock auto Mach though.

I don't know. That's what I've always heard. I also know that there were a couple places that had them rated at 13.4, but most had them in the 13.6-13.8 area. This was for SS's of course. Z28's were always rated anywhere from a low-mid 14.

The LT4 was a special high-performance version of the new-generation LT1. With the addition of a slightly more aggressive camshaft profile, 1.6:1 roller aluminum rocker arms and better-flowing intake manifold (painted red) and cylinder heads, it was rated at 330 horsepower (250 kW) and 340 lb·ft (461 N·m). It was introduced in the 1996 model year, for the last year of the C4 Corvette, and came standard on all manual transmission (ZF 6-speed equipped) C4 Corvettes. The engine was passed down to special versions of the Camaro and Firebird the next model year.
