Pro Street = Street legal ?

Pro Street = Street legal ?
I was looking up the rules to pro street and these cars might as well be street legal. But are they?
Street Legal -
-Headlights.
-Taillights.
-Permanently fixed brackets for license plates both front and rear.
-Permanent illumination for rear license plate.
-Side mirrors or a rear view mirror, or all three.
-Seat belts.
-Windshield glass if applicable, or if no windshield, a helmet must be worn.
-Permanently fixed fuel tank that is not fully exposed.
-Tires that are approved by the DOT to be used on public roads (no racing slicks).
-Must be in good working order.
1. Factory appearing body, full factory frame with cross member.
2. Factory cab, doors can be gutted , must be operational .
3.Beds must have full length bed sides (skins ok)
4.Factory windshield, plexi or lexan - ok
5.Adjustable coil over shocks - ok
6. 4 links, 3 links - ok
7. NO aluminum blocks, aluminun heads - ok
8. Engine set back 4" max from stock location
9. Any single barrel carb - ok, no splits or stretch carbs allowed
10. Racing gas only - no fuel mix or nitrous
11. Batteries, fuel cells and added weight must be fastened securely
12. Roll cage required. 5 point harness required.
13. DOT cut tires - ok
14. Drive shaft loops are required
15. Open fenders well or frames exit headers with collectors
16. 4 wheel independent brakes
17. Maximum wheelbase - 130"
18. 640 cubic inches or less
19. Factor Transfer case only
20. Double reservoir master cylinder required
21. Weight: Small Block - 3150 with driver; Big Block - 3400 with driver
22. Helmet and safety belts required

They'd be street leagal til you try to get them thru inspection here in New jersey. They would never pass the emissions and the exhaust has to exit behind the cabin of the vehicle. I cant even get my little neon thru inspection any more.

What is "street legal" is going to vary from state to state. Some states have emission testing, some do not. In IL as long as it passes emission testing and has the stuff on your list you can drive anything. In Commifornia, things are much more strict

Actually, here in Commifornia if it's '75 or earlier it has 0 type of testing or inspection, so all you really need is the DOT required stuff(lights, mirrors etc) with an exhaust(mufflers, gotta meet the noise requirement), DOT seat belts, and a DOT tire. If it's manufactured after 1975 you're up a creek, since you can't get tagged without smog. There are actually quite a few 8 and 9 second street legal cars around here, but they're all older muscle cars. On the stuff that has to be smogged it's hard to get one to run anything faster than 11's and still be street legal, unless you buy something that already runs 10's stock.

I always thought "pro street" was just a street car with a tubbed rear end. I didnt know that there were any "rules" associated with it....
When my grandfather was a teen, he and some of his buds went to a junkyard, picked up some old clunker, and stripped EVERYTHING off of it, except for the headlights, taillights etc that were required at the time, and drove it around town to see if they would get away with it. I never heard the story from him personally, so my facts may be incorrect.
