Well no mods are "CHEAP" so you'll have to do a lot of saving, but here's a good list, in order, on what to do.
1.) Cold air intake - 2-4 hp, 5 rwhp at absolute best
2.) 42% size reduced underdrive pulleys - approx 5 rwhp, some have claimed up to 8, but don't count on it
3.) True flow dual exhaust - aprrox. 5 hp get a V6 x pipe, not a gt x pipe, and then a GT cat back exhaust system.
4.) 9mm spark plug wires - maybe 1 hp, but they dress up your engine bay, and are way, way better than stock
5.) Diablo or x cal 2 tuner - can generate up to 10 hp, but on a stock to mildly moded car, expect around 5.
6.) 3.73 "OR" 4.10 gears and a T-Lok - won't generate any more hp, but will free up a lot of accelleration, the t-lok generates 100% better traction, and can free up some lost hp to the rear wheels.
7.) Port and polish your intake, rebuild your heads and port and polish those, and do a cam swap, of course, you'd have to upgrade your injectors to 24lbs, and upgrading to a larger throttle body isn't a bad idea either - anywhere from 30-50 hp, depends on the quality of the port and polish, and the aggressivness of the cam.
8.) A super charger (turbos generate more hp, but generally cost more, and are much harder to install) - adds (at this point in your mods) nearly 60% more hp to whatever you're pushing, if you're gonna go this far, you'll need to go to forged internals to take the extra pressure and strain, but do those in the last mod.

you're gonna spend thousands on cheap boltons that'll give you like 30RWHP when all is said and done. you could do that or just dump that couple grand on a blower and make 100RWHP

plug wires will not increase any HP, no fuel/air going in/coming out faster = no more power. it will help restore power that was lost from crappy ones though
