Default Ignition Timing

Hello,

I know this is my first message, but it's urgent..
I'm a friend of my mechanic in the country Turkey.
He doesn't speak English and we need help..

If you help, we'll be so glad.

here is the pic of the Mustang, under the hood.



What is the part that I marked as "red" in the photo ?
The previous owner has "played" with it and I can't get it back to stock.
I want to take the adjustment to stock.

1. How can I adjust it ?
2. Is the ignition timing of this car "adjustable ?
3. Is it possible to advance the timing manually , with the usage of 98 octane fuel ?
