94 mustang grinding noise?
 

I have a 1994 mustang,3.8L, automatic, 130,000 miles, all new brake pads, all new wheel bearings and bearings in the rear end.
I have a low grinding sound that sounds and feels like a metal to metal brake pad.
It is worse at about 20 mph. It grinds whether in gear, in neutral or with the engine turned off. I have checked the ebrake cable bracket and it is not touching the drive shaft.
Any Ideas?
