2001 Key Fob Module

2001 Key Fob Module
I recently picked up a 2001 Mustang V6 (Manual) with power locks, windows, etc. Previous owner said it had a key fob, but he had lost it.
I picked up a set of two key fobs from E-Bay that claim they fit the car.

My issue is, I can't get them programmed. I've gone through the forum and searched how to do it, and have tried every possible variation of:
Turn key to ACC then to ON, and back, 8 times until the locks cycle (and they do), and then press any key on the remote. No response from the remote or car after it engages Programming Mode.
I changed the battery out in the remote, just in case, still nothing.
My question, is where is the Keyless Remote Module?
I've seen for the 94-98s it's in the rear driver side panel, but I checked back there and did not see anything that matched the pictures I've seen.
(Black box, with a gray two pin connector in front of it)
I'm thinking my actual KR Module is bad, but am unsure if because it DOES go in to Programming Mode if that means that it is working.
Any ideas?

i had the same problem with a set of remotes i ordered off ebay.. if your able to do the programming setup (on/off 8 times and the locks cycle) you either got the wrong remotes, or the remotes are actually bad. either way i would contact the seller and inform them of the issue. I was able to borrow a remote from my parents extra keys to verify that i worked and the remote programmed the first time with now issues.
