Starting in 2-3rd gear?

Starting in 2-3rd gear?
So, with the old TPS back in(1Volt, Key on, Engine Off.), it still seems that the car is starting in 3rd gear when in drive. When you slam on the gas, it doesn't shift down at all. I have to 1-2-D. Any ideas?
