Default Tensioner arm removal difficulties

Trying to help my away-at-college daughter and her 96 LX with the 3.8. Belt broke, shop replaced idler pulley or tensioner pulley only. At least this is the best guess I can get form her. They told her the bearing was seized in the tensioner and would increase the labor time and rate as it would have to be "cut out". Of course she is 3 hours away or I’d just look at it, but from what I can see in the diagrams I do have... it should be a bolt off, bolt on job? The repair they did, got her down the road on a 2 hour trip and back... but now she saw some smoke in the belt area after a recent 1 mile trip. Is there something to the mechanics knowledge about this that I'm not seeing?
