Update: I was finally able to rent a fuel pressure gauge. Got it hooked up, and it took me 6 times of priming the pump(turning key on and off) to get the gauge up to 32 psi.

So it is the fuel pump, or at least something to do with the pump.

New fuel pump, reset the inertia switch, primed the system and tried it. Same as before. Plugs are still dry. Checked the two injectors that I could get to with a multimeter and they checked out alright.

Nothing. Theft light still on. Still runs with starter fluid.

The theft light doesnt make any sense without a chipped key. You need to find the PATS wiring and make sure its not broke or frayed.

Or some aftermarket system hasnt been installed and is now active.

Tried a new ecm, same result as before. All wires look to be fine, can't find any frays or cuts. Fuel just won't go passes injectors and I don't want to replace them as an attempt to get it to start. That's a $200-$500 'just to see' thing.

You need to get the codes triggering the CEL, cause the CEL has got to be the problem at this point.
