Dash lights and fan with no key
I recently bought a 96 sn-95 car with the 3.8l v6 to do a v8 swap on. When I bought it the guy said it had a ground issue, and when I put the battery charger on it cause I got it dead, the fan and all the dash lights kicked on and the headlight **** started buzzing, but it wouldn't start. It has a new battery, alternator, ignition, and wires coming off of the battery. As soon as you put power to the battery this happens, even if the key is outside of the car. I'm stumped, does anyone have any suggestions?

Which "dash lights" and which "fan" came on?
You should be able to turn the blower off from the HVAC panel. Or did you mean the engine cooling fan?
As for the lights... if it's the cluster illumination, check the light switch (you should probably check it anyway with that buzzing sound...). But if you're seeing warning lights coming on, double-check the ignition switch.

One more thing that needs clarification: You said it has a new "ignition"... does that mean ignition switch? I think that's the first thing I'd check.
That doesn't explain the fan coming on, though. They're probably separate issues. For that, I'd check the ECT sensor and nearby wiring first.

It has a new ignition switch yes. I think the fan is supposed to come on when the key is in the run position. My friend has a 02 where the fan came on when he turned the key. Could it be a relay like Dawson said?
