Default 2003 FORD MUSTANG ENGINE LIGHT

Okay so my 2003 ford mustang check engine light is on. My coder said; Code p1409 EGR VR solenoid circuit is open, or shorted to ground. EGR VR circuit is shorted to power or the VPWR circuit is open. EGR vacuum regulator solenoid is damaged or it has failed. PCM has failed. It also has the cat flashing and the Eva flashing.

I had to get it safetied and my mechanic said he'd take a look at why the Engine light is on.. So he did. He said it was the solenoid and not the egr valve because he tested it and it was fine. So I switched the solenoid and the line from my older 2002 ford mustang and my 2003 still has the same problems. If the line is connected to the valve it with chug and shake while idle, but when disconnected it runs fine. I have no idea what is wrong with it.
