Default 94 3.8 high idle

So I just got my hands on a beat up 94 V6 Mustang. I replaced quite a few parts but the car has a high idle and at the even slightest touch of the gas pedal it sends the RPM to about 1500/2000...and it stays there. When I put it in gear, it drops to about 600 and the car can drive normal. I have cleaned out the mass air sensor and replaced the IAC from AutoZone. Is there something I am missing?

I hear a hissing but it sounds when it's in the high RPM
