Default Xcal2 problem with Power Up.........

I got my first Xcal2 preprogrammed with 87,89,91 tune last week for (06Mustang V6 with manual trans). When attempting to program got the error message POWERUP time out even though key was turned on as instructed (lights on dashboard on but engine off). So after several attempts and checking all the fusses my dealer was nice enough to overnight me another tuner. Well, I am still having the same powerup time out message on the Xcal2. All fusses were checked again and I also cleaned all and checked all the Ground to body connections. Battery voltage is fine.
I spoke with someone at SCT tech support and was advised to check the voltage accross pin 13 during programming to see fluctuation. My reading is 16.1V during programming at pin 13 without fluctuation. Not sure what else to do. I also disconnected and reconnected the battery for 5 min to be sure.
Should I send this unit back as well? Is it possible that my PCM is locked and will not take tunes?

Did you pull the fuel pum fuse and the fan fuse?????

first time I did and made no difference. This is the second programmer and I was told that there is no need to pull fusses on newer cars.
