I live in Cali, and I have gotten two tickets for not having it on already and it has not even been a year yet. The only way "they" can give you a ticket though as far as I know is if you are getting one for somethings else. ie. gettign pulled over and definatly parking tickets. That is how I got mine those darn parking tickets.

I predrilled the holes with 1/4 inch drill bit, then used the locking stainless steel hex key lic plate attachment bolts with lock nuts purchased at auto zone, I backed the lock nuts with stainless steel fender washers, then I used thick rubber washers, about 1 inch dia between the Lic plate and the bumber. this to avoid any vibration marring of the front bumber. the hex key that comes with the lic plate bolts has a hole in it , and the bolt heads have a little pin, this provides some security to any thief that want to steal your plates. By predrilling the holes, you will not cause any displaced material distortion to the bumper cover, the holes are drilled right where the little dimples are for mounting your plates. Yea I know lots of trouble, but being a aircraft mechanic by training, I just couldn't bring my self to use the course sheet metal screws used to mount most lic plates. the holes they leave are ugly and are not very secure. By using the large 1 inch rubber washers under the top two screws, you provide a vibration secure mount for your front lic plate. I used a lic plate frame from my union and secured the bottom two holes to the plate with some 1/2 inch stainless steel bolts w/lock nuts on the back side. this keep the frame and lic plate secured to gather with out any vibration. The dealership asked me if I wanted it installed and I said no. They gave me two of the screws they use in case I changed my mind. It is required in Texas, but I've gone 14 months without incident and drove my previous car for a year with no front plate either. I keep the plate and screws in my trunk, if I ever get pulled over I'll put it on. I hate the way the front plate looks on the Mustangs, I wish they had come up with a bracket design instead of screwing it right into the fascia. It looks even worse on the GT because there's no niche for the plate.
