Do I get a prize for answering this one? No? Well, here's your answer anyway.
The tube that runs from the "air-filter-to-throttle-body-tube" over to the drivers valve cover is the PCV inlet tube. That's where the crankcase draws its filtered air from. The actual valve and discharge PCV tube runs from the passenger valve cover to the intake manifold aft of the throttle body where it can pick up the intake manifolds vacuum. It's the air pressure difference between the area ahead of the throttle body blade and the vacuum in the manifold that makes the system work.

I just got off the phone with ProCharger. The instructions give very clear directions on how to reroute the tubing. It says the "factory plastic PCV tube from the driver's cylinder head".
How can this be if the PCV tube runs from the "passenger's" side. Anyway, James at ATI is researching it now. Maybe I'll get a prize for finding a discrepancy in the manual.
