Horizontal headlight... cover?

Horizontal headlight... cover?
I saw one of these at the Mustang car shows last Saturday, but it didn't come to me where to ask the guy where he got his from. Here's what they look like:
His looked like they were just stick-ons though. I appreciate any help/leads.
