I think it is the GPS Tracking unit so Homeland Security knows where you go, and the HP knows how fast you run on the highway and the local cops know if you ran the stop sign, and the FBI can kill your car with just the push of a button.

Thanks afixer! There is no doubt that I now know precisely what that contraption is. Even if I don't follow just quite how it works.... Thanks for all the other replies too.... lots 'o humor in here!
EDIT: I'll pass this info along to my mechanic so now he will be able to act all knowledgeable and such when someone asks him about it... "Why that's one of them thar evaporative emission cannisters.... you didn't know that???" lol
