Default Front Bumper Lip/Skirt

I have an 06 V6 with Pony Package if its needed for any sort of reference. Under the front bumper there is a black rubber lip or skirt of some sort. It doesn't seem to perform any function on the vehicle aside from getting caught on curbs and such. The first time it got caught, it tore it from center of the bumper but remained attached at the sides. So I had this drooping rubber thing in front. I went and glued it back in place and all was well. A few days later it got caught again and now it's drooping again. Before I resign to gluing this thing again, has anyone removed this from their bumper? Is there any reason it's there in the first place? Has anyone else experienced this?

The only purpose it serves is to keep the bumper cover kind of rigid.

So I guess I should continue to repair it if that's the case. Eventually I plan on buying a new front fascia, but that's a ways off. Gotta get my CAI and tune before that.

What I do is pull up to any curb about a foot to a foot and a half away. I've been driving for 30 years, trust me, works every time.

I think it probably also is there as an audible warning that you are about to hit some hard parts under the car. If you are driving over something slowly enough and you hit that rubber spoiler thing, it allows you to stop before you hit something more expensive (crossmember/ oil pan/ suspension parts). Of course if you're going 30 or more, you won't have time to react!
