Default Parking Brake sticking

I hopped into my car the other day and I noticed that it seemed a little sluggish when letting off the clutch, and then I noticed that there was a little play in my parking brake. Needless to say something about the cold weather has made my parking break begin to stick. I talked to the dealership and they said that someties water can get in the boot or something and then it gets locked up. So they order a new one for me and I am going to take it in next Thursday when I get home from college.
Has anyone else had this problem?
Also how does are parking break work? Does it just clamp one of the brakes? I'm wooried about what kinda wear I put on the car because I drove it a couple of times with the parking break on until it released itself.

The weird thing about the situation is that I drove it last winter and didnt have any problems with the parking break
