Default Upgrade order of merit?

Most of us can only do one upgrade at a time. What would you say is most important to do first, keeping in mind future upgrades?

-Tuner (400)
-CAI (250)
-Exhaust (400?)
-Lowering (300)
-Wheels(probably further down if already equipped with 17s)

I'm considering doing the first four mods in 1-3 month increments. Can you think of a better way to spend $1300?

Tell me why I'm wrong!

You can save a lot on the exhaust.. duals are more for looks.. A good single aftermarket muffler will give you good gains.
You can also by both GT mufflers for around $80...
CAI + tuner for around $500 - $600

I did exhaust first because it was chep (went with gt takeoff as first mod) and went ahead with the CAI tuner combo. THis will give you immediate gratification.. it really changes the car.

I would save wheels and lowering last.

+1 on this order

Muffler, $80-400
CAI AND Tune (at the same time from same vendor matched), $600
Suspension mods (springs, Kbrace, LCA's UCA, Panhrad rod, etc...) $150-2000
Then appearance mods(Tires, Louvers, stripes, body kits, interiors, etc,) $150-Billions and Billions of $

Then scrap it all and get the 2008 or 2009, 6.2L(380ci) 390HP Mustang BOSS....... WooHoo! (estimated at $35,000-40,000)

Short shifter and poly bushings if you have a manual.
