I just bought polished bullits and pirelli tires from a guy on here for $300 plus SH and I am going to sand them down and paint them black so the total wont be more than $500.
Otherwise just black rims are going to be around $800, i got rims and tires for $300 +SH then ill spend maybe $50 on sand paper and diff paints.

I would suggest going this way it saves you a ton of money and you get to do it yourself which is always fun!!! I am not doing it until winter but there are a couple posts in here about doing it. Check it out

you can get used for about 800 max, or some badass ones, FOOZE NITROUS, you no you want them, for around 1700. lol your choice
