my dad may put me and my bro on a haggerty policy where we can only do 3500 miles per year. which would significantly cut down the cost.

In my opinion the biggest bang for your buck would the the PowerHouse Intercooled Turbo.
There are a couple supporting mods you should do with it.
1) Aftermarket muffler, gotta dish that restrictive stock one.
2) Gears/Tlokor just get the whole 8.8 rear
3) Lower Control Arms - get that power planted to the ground without the dreaded wheel hop.
This will transform the car. You can run low 12's all day on just 11 psi and have the comfort of knowing that this kit was track tested for over a year in house before it even hit the market. Then further tested the past almost two years by hardcore drag racers like Rygen and Fazm.
Swapping a GT motor in can be done and relatively simple, but it will cost you. Yes, you will need a trans for it as well.

Ok ill talk to him about the powerhouse turbo. Sounds good to me. when i said v8 i didnt necessarily mean just a mustang gt engine. but anyways, SC or Turbo would be a better decision.

~6k? Hmmm
~$5300 Procharger @ 12psi or STS Turbo + install + custom tune
$500 FRPP T-Lok + install
$700 FRPP or JBA Dual Exhust (doesnt NEED, but it provides a good gain with F/I)
With an auto the procharger and the exhaust will probably make about 320rwhp, and the STS turbo is pretty new, so nobody really knows hard numbers. If he can spend more, go for the powerhouse turbo, it will allow him to hit high 300's easily
