Default Suspension question

I am pretty new at this and after doing some reading I still have some basic questions:

I am looking into lowering springs, but also want to improve upon my overall handling and keeping my rear wheels planted with LCA, UCA, panhard bar , anti-squat kit.I know these are pretty much bolt on before lowering becomes involved and didn't know if it is necessary to use the control armrelocation brackets once lowered. Would it also be wise to first lower the car and then do the rest of the mods or does it not matter?
