I can and DO 
Sniper Tuner + Sony VAIO Laptop + 700 Watt Black & Decker Power Inverter + Mustang = Tuning/Monitoring While Driving!!!!
Of course, the passenger is the co-pilot...I don't play on the laptop while driving
