Lots of people pretend to make typos in the price to get people interested in the car. Dealerships used to do it all the time before people started to sue them to get their advertised price.
It may be a genuine typo and not a crafty dealership plan, but he definitly wants 21k a dealership would ask 24k for a car like that so it makes sense but it is on the low side. Then again the car isn't done tastefully at all and has the bullitt wheels.

A GT500 conversion is no less than $3500 by the time you buy all the parts, paint and install them.
