I want to install a simple front spoiler from
http://www.steeda.com/products/s197_chin_spoilers.php

But my front bumper is a little damaged.

The rubber piece broke from an accident a year ago, and hangs from the bumper.

Would this prevent the tech from installing the front spoiler?

No, the rubber bumper protector is removed when the chin spoiler is installed.
Your Tech should have no problem.
Planning on getting that damage (scratches) fixed before putting a
nice new shiny chin spoiler on there?

Haha lucky there are no scratches.

Just dirt from the puddles thanks to TS Hanna -_-

The damage is so minor that I feel like the chin spoiler will just cover it all up

Use a heat gun to shape everything back and the damage won't interfere with the line up of the chin.
