Will I need a tune after?
I own a 2007 V6 auto mustang coupe. It currently has a BBK cool air intake and
an axle back magnaflow exhaust. I want to make the exhaust a cat-back, and
install BBK shorty headers and a BBK throttle body. Will I need a tune after
everything is installed?

I'll side-step the controversial CAI question but I can tell you for sure the shorties and cat-back don't require a tune. Can't really comment on the throttle body because all I ever hear is aftermarket TB's are only good as paper weights

+1 on aftermarket TB's being more problem than they're worth with little to no gain. You'd probably do as well performance-wise with a TB spacer (with the exception of all the grief you'd get from the forum members).

I'll start. bigger TB's and TB spacers are only useful on Forced Induction cars, so far as our V6's are concerned. I read several great articles concerning shorties for us though. JBA puts out a nice set that you can get in Steel, Chrome, or Titanium. Dyno numbers should be a little under 20HP/LBs at the wheels.
Going with a good CAI, Headers, Tune, and exhaust, You should be able to get the car close to 250HP at the crank or a little over 210 at the wheels, a big step from the stock 170 at the wheels. I noticed in one article they talked a bout the big gain on mid range numbers. If you look at page 4, you can see that the numbers are greater from the beginning of the pull all the way through with just headers and a muffler. http://www.jbaheaders.com/assets/art...ustang_306.pdf
If you haven't gotten rid of your stock muffler do yourself a favor and find a GT manual take off. performance gains from the GT M/T to duals is minimal at best (but the sound is much better)
So I would go with the CAI, Tune, Headers, and spend the money from the TB on an exhaust. you only need a tune for stuff going in to the engine (air), not coming out.

As much as I hate to say it, there are some chinese companies (OBX to name one) that took BBK and JBA headers and reproduced them. Nearly identical as well as being good quality, but they cost around $100. You also get a hint more throaty with headers on our V6's. I plan to do some shorties this summer.

To answer the original question, No. You do not need a tune with that setup. I have the BBK CAI and Pypes Dual exhaust, no tune needed, have noticed a lot of HP and MPG gains. Of course, it could be better with a tune and you should get one eventually, but it will not hurt a thing.
Headers really don't do anything for us. Our stock headers are very free-flowing and replacing them do nothing more than make it look better under the hood.
