Maybe the low tire pressure but
with the EFIs of today, the A/F
ratio is controlled by the PCM
and low air flow caused by the
dirty air filter would be compensated
by the MAF from the low volume of
air.
And a dirty fuel filter would LIMIT
the flow of fuel causing all sorts
of problems none of which would
be poor fuel economy.
I would maybe suspect plugs or carbon build-ups.
Are you calculating this MPG with a large amount of data
to average your MPGs or are these calculations being
done on a tank to tank basis?
Are your tires of the OEM RevsPerMile specs?

I have 81,000 miles on my 07 and I get about 28 mpg straight Hwy driving and about 22 combination. I live way out in the country, so I don't do much city driving. The way to check your mileage, is to fill your car up completely. zero out your trip odometer and drive. The next time you fill your car up completely, take the gallons that it took to fill it up and divide it by the miles you have driven (on your trip odometer). Example, You drive 90 miles and it takes 4 gallons to fill it up, 90 divided by 4 = 22.5 mpg
